About Frances

As a locally and nationally elected officer for the International Federation of Professional and Technical Engineers and a member of the Executive Committee of the San Francisco Labor Council, Frances has nearly 20 years of experience in labor organizing and legislative affairs.

Frances also serves as a Legislative Aide for Supervisor Connie Chan, who represents District 1 on the San Francisco Board of Supervisors. She supports the office’s legislative initiatives on the city budget, labor issues, immigrant rights, and government oversight. Prior to that she has served as a policy analyst for the Office of Civic Engagement and Immigrant Affairs and the Deputy Director of Public Affairs for NARAL Pro-Choice California.

Frances has been active in advocacy, political campaigns, and community work for over 20 years. She has supported Asian American government employees as Past President of the Coalition of Asian American Government Employees (CAAGE), which provides training and leadership opportunities for Asian employees working in the public sector on the local, state, and federal level in San Francisco. As a former board member of the San Francisco Women’s Political Committee, Frances has not only helped elect more female candidates to public office and promoted women and family friendly policies, but has mentored young women to build their skills to serve in leadership roles in local politics.

A native San Franciscan and life-long Democrat, Frances was previously elected to the San Francisco Democratic County Central Committee, supporting democratic candidates and issues and growing and strengthening the party.

About the Labor & Working Families Slate

A slate of 24 proud Democrats running to keep the San Francisco Democratic Party accountable to everyday people, not corporate and real estate interests. The Labor & Working Families slate represents the diversity of our city: we are union members, renters, public school parents, working families, LGBTQ+, Gen-Z, retirees, Black, Asian American Pacific Islander, and Latinx. We care deeply about the future of our city. We want a San Francisco that is affordable, safe, and accountable for all.
